From March 24 to 26, 2026, in Dubna, Russian Federation, a Vietnamese delegation led by Prof. Dr. Tran Tuan Anh – Vice President of the Vietnam Academy of Science and Technology (VAST) and Plenipotentiary Representative of Vietnam to JINR – attended the session of the Council of Plenipotentiary Representatives of the Governments of JINR Member States. The delegation also included Dr. Nguyen Hoai Nam, Deputy Director of the International Cooperation Department, and Dr. Pham Thanh Dang, Secretary to the Vice President.
During the session, the Council of Plenipotentiary Representatives approved updates to the JINR Charter and the establishment of a dedicated working group. The conference also ratified the appointments of new Vice-Directors, the Scientific Secretary, and the Chief Engineer, along with new members of the Scientific Council.
Key reports highlighted significant breakthroughs across JINR laboratories, including the progress of the NICA project, research on new elements, the Baikal-GVD neutrino telescope, and the “Govorun” supercomputer. Additionally, the Council approved the 2026 budget and established a commemorative medal for JINR’s 70th anniversary. The next session is scheduled to take place in November 2026 in Ulaanbaatar, Mongolia.


On the sidelines of the official session, Prof. Dr. Tran Tuan Anh held a working meeting with Acad. Prof. Boris Sharkov – Special Representative of the JINR Directorate. The two sides reached an agreement on several strategic initiatives, including:
- The project to establish a joint laboratory in Vietnam.
- The inauguration of the JINR Information Center in Vietnam.
- The organization of events celebrating the 70th anniversary of Vietnam-JINR relations.
- The allocation of funding from the Plenipotentiary Representative’s budget to promote scientific research and human resource training.
The mission was a success, reaffirming Vietnam’s commitment to international scientific integration and strengthening comprehensive cooperation between Vietnam, JINR, and its member states.
